Filthy animal, the seagull.
Witnessed a similar incident at Golden Gate Fields near Oakland, CA several years ago. Not nearly as severe but the damned birds did raise havoc with a couple skittish 2yos.
Family who lived next door to us had a cat that was a proficient "hunter of the birds" as it were. The Marin County Humane Society told him to either keep the critter inside or have it put down.
Kill the cat but allow the birds to crap all over the grass.
I loved that bad assed cat !! :-*  :-*

Frigging swans used to run out onto the track at QCD, especially when it was raining. Those who have ever driven in horse races will tell you that you can't see sh*t when your racing in the slop.(right before the start it's rediculously hard to see... total white-out.)

I never saw anyone hurt, but it was usually a death sentence for the swan. It will make your bunghole pucker when an entire field of horses scatter all at once.

The trackman said that swan tastes alot like chicken. rflmao1
