I worked in an Italian restaurant as a kid, and the rotten old bastard that owned it came up with the same idea. The waitresses had always shared a portion their tips with us busboys if we were prompt & courteous. When he pooled the tips, he held the money until payday and doled it out.(always seemed to be less than was actually collected)

The highest tip-earners didn't get any consideration, and the worst help still got their cut.(their cut seemed to go up proprtionally to there willingness to rub the bosses dick)

It was a terrible deal all around and all the best help went elsewhere to work.
