Left arm is wrapped around waste, right arm is up and restricting arm movement, ball in the air=pass interference.  Pretty simple call.  I'd hate the call if I were a Miami fan, but it's the right call.

When it happened I thought it may have been holding but not pass interference. Ref should have thrown the flag earlier, instead it looked like he reacted to the ball being dropped.
