The USTA has nothing to do with it. The bottom line is if he can get licensed in a state. With a state license he'd be eligible to drive at any track in that state (with managements approval). The USTA license is meaningless. If the USTA refuses to reinstate him, the will give him a NON membership (they always take the money). This is basically a fee to have the USTA set him up in the computer...
He has a hearing before the MASSACHUSETTS STATE RACING COMMISSION on Thursday. Who said the USTA has anything to do with it? Are you making up questions then answering them?
