Those guys seem to have a blast in The Billings. I always laugh when gamblers bitch about their driving. I always think: "Just don't bet the Billings races." I'm pretty sure there's no law against laying out a race or betting a different track for 1 race.
It's fun to see them having the joy of driving, even if they don't make a living at it.

Half the time I can't even tell the difference between them and the regulars while they are out there.
