The New York State Racing and Wagering Board (NYSRWB) is a disgrace and its regulators are incompetent administrators who put their own personal agendas ahead of the welfare of harness racing and horsemen.
That is the strong opinion of Joe Faraldo, President of the Standardbred Owners Association of New York and a member of Empire State Harness Horsemen

I have disagreed with both Cohen and Faraldo in the past about various things, but they appear to be correct on the Pena situation.

If you can't catch a guy with a hot test, you should not resort to b.s. to nail him for a possible, and I stress a possible guideline violation. Just think about the damage that has been done by saying the guy committed 1700 violations, even when he beats the rap. It's no wonder Hilary Clinton, a woman who lived in Arkansas her entire life, got elected senator from New York. Bunch libtard dumbasses running the state...

Yeah, dumb old Hillary, with her BA from Wellesley, JD from Yale, plus a year of postgrad work. She's no match for that genius Jan Brewer, with her radiology tech certificate
 from Glendale Community College. Just don't ask her anything too complicated, like what her address is.

Any privileged person can get an education, but that was not my point. 

There should be some sort of residency requirements to become a senator from any state....like ten years or something. Not ten days.
