FWIW, with many of these drugs, the jurisdictions don't have to use the expensive test for across-the-board testing, rather they simply run a much less expensive test on the anti-bodies.
If a test comes back positive and there is an appeal, than the split test is then used for the more expensive test.
Given the procedures previously used by Ontario, it's likely that there are going to be massive changes in the procedures of appeal on tests.
1) The appealing party will be billed for the costs incurred for the hearing.
2) the appealing party would also like be required to pay for the second spit-test.
Ontario has these things (appeals) down to a science, they also have the legal-wording down to science, which prevents further appeals outside of the Racing Commission.

I can see the trainer being billed if the positive is proved, but not if it's a false positive.

I had to pay to send a split in Pa. The split came back negative and they refunded my costs.
