I like much of this, but there in plain sight it says these are guidelines.
One large part I disagree with is poking a horse with the butt end of the whip. That does no harm whatsoever to a horse. It also provides no penalties for breaking these guidelines.
Personally I think as I have for many years: let them boot the horse a time or two and use a jockey bat that's too small to reach the horse.

Depending on the whip is archaic to start with. It is time to bring the 21st century into play. My laser/taser multiple sound bat is the answer! It just delivers a small jolt that can't hurt the horse and has multiple sound modes that allow the driver to choose what is best for the horse. Depnding on the whip, which has been around forever, is not the answer. Time to think out of the box.

I noticed they mentioned headpoles but didn't elaborate. I hope they stay the hell away from that. I've seen WAY more horses injured because they needed a headpole, than injured by wearing them.
